Your guide to understanding development news in Madison

Ah yes, spring in Madison — the birds are chirping, the sun is shining, and the distant sounds of construction machinery are seemingly constant.
Do you sometimes find yourself turned around by the terminology in news reports or city press releases? Here are some definitions of common terms paired with examples you might recognize in the 608.
Accessory use, adjective
An activity or function deemed secondary or incidental to the site’s primary use.
Example: You’ll need a permit to put that new shed on your property, as it’s an accessory-use build.
Feasibility Study, noun
An assessment of the practicality of a proposed project plan.
Example: This summer, the 400 through 600 blocks of State Street will be turned into a trial pedestrian mall as part of the feasibility study for a permanent pedestrian mall.
Infill development, noun
The development of vacant or underutilized lots that are surrounded by areas that are either partially or fully developed.
Example: The Oscar Mayer site plan introduced in 2020 addresses infilling the area between Oscar and Packers Avenues.
Mixed-use, adjective
Projects that provide more than one purpose in the community, like a building with apartments on top and retail shops on the bottom. Expect to see combinations of housing, retail, parking, commercial, and industrial components.
Example:Chapter at Madison, like many downtown buildings, will host apartment units and businesses.

Opportunity zones, noun
Areas of the city where building a site earns you incentives, including a break on real estate taxes and money back from costs of relocating, machinery and equipment, and construction permits.
Changing an area of land from the city’s designated use. Developers might make a rezoning request to build a high-rise in a neighborhood with certain height restrictions.
Example: Earlier this year, Madison’s Common Council approved the rezoning of the site that was once home to Madison College’s downtown campus. Now, NCG Hospitality can build an 11-story hotel on the property.

Sports
It’s the morning after Selection Sunday, and the 2024 NCAA men’s and women’s basketball tournament brackets are set. The No. 5 Badgers men’s team will play No. 12 seed James Madison on Friday, March 22 at the Barclays Center. (WKOW)
Civic
Madison is one of only 19 US cities picked to be part of the Nature Everywhere Communities initiative. The goal is to increase equitable access to nature where children live, learn, and play. The city will get two years of strategic planning, technical support, and start-up funding.
Environment
Have an interest in the outdoors? Madison Public Library and Madison Parks are looking for a Naturalist-in-Residence to lead workshops, walks, and programs throughout the city for six weeks this summer. Naturalists will be paid a $2,300 stipend. Applications are due Monday, April 15.
Kids
Aiden Wijeyakulasuriya from Blessed Sacrament in Madison and Nethraa Muthupandiyaraja from Forest Park Middle School in Franklin clinched first and second place at the Badger State Spelling Bee, respectively. The eighth graders will progress to the Scripps National Spelling Bee in May. (Wisconsin State Journal)
Arts
Music will be in full bloom this summer at Olbrich Botanical Gardens. The garden’s “Olbrich After Hours” will have musical performances weekly on Tuesday nights from June 25 to August 13. The free concerts ($5 donation suggested) will begin at 7 p.m.
Community
I.C.E. Inc., the nonprofit owner/operator of the Verona Ice Arena, expanded the existing facility to 40,000 sqft. Located at 451 E. Verona Ave., it is ADA-accessible and features an NHL-sized rink, women’s locker room, and community spaces. (Verona Press)
Outdoors
Starting today, the DNR is selling leftover permits for the spring turkey hunting season. Hunters can purchase one zone-based authorization per day through the Go Wild license portal. The DNR recommends checking permit availability before you plan to buy an authorization.
State
The next Miss (and Miss Teen) Wisconsin-USA will be crowned in Verona. For the first time in the city’s history, the pageant will take place at Verona Area High School’s Performing Arts Center on June 14-15. Contestant applications are currently being accepted.
Drink
Belleville’s Hop Garden Brewery is ready for its closeup. The brewery’s hops will be featured in the upcoming season of “Top Chef” on Bravo. The episode will air on March 27. “We look forward to watching along with the rest of Wisconsin,” said owner Rich Joseph. (WMTV)

Season 21 of “Top Chef” airs this Wednesday, March 20 at 8 p.m. on Bravo. The season is Wisconsin-centric and was primarily filmed in Madison and Milwaukee. Need to brush up on the show’s premise before the premiere? We got you covered.

Bingo is pretty straightforward. To spice up (pun intended) the game, we suggest coming up with your own scenario to use in place of the free space.
